a. A committee can create a sub-committee who must follow the committees rules.
b. A committee can has non-councillors, unless it's about money
c. The council has to decide if it will let non-councils on committees
d. The council needs to:
create terms of reference;
set the quorate size;
define the notice period to call a meeting;
define the number and time of the meetings;
work out how long someone can be on a committee;
Get the committee to select a Chair;
decide if the public and/or press are allowed to attend;
can dissolve a committee.
